Supplies used:

6 small foam cone
6 small wooden circles
Black Tinker and paint
Black glitter
Mod hodgepodge gloss
decorative craft paper
Orange washi tape or ribbon
Orange colored embroidery yarn or thin ribbon
Thin wire
bamboo skewer (or other sharp, pointed tool)

you Paint the cones with the foam and wood circles with 1-2 coats of black craft paint. Allow the paint to dry.
With their wooden circles as a template, trace and cut craft circle shapes out of the paper. A layer of Mod smorgasbord on one side of the wooden shapes and press the paper circle on the surface of the wood.
Smooth out any bubbles as the glue dries. To seal another layer of Mod hodgepodge apply over the top of the paper down.

brush a layer of Mod smorgasbord on the foam, sprinkle cones, and with a coat of black glitter. Allow to seal that to dry and then apply another layer of decoupage over the Shine down.
If you want a band on your hats, then wrap yarn, ribbon or washi tape around the base of the cone and secure decoupage the cone with a layer.
brush a liberal amount of Mod-smorgasbord on the center of the wooden circle (on the side without paper). Press the glittered cone shape down onto the glue and allow to dry.

you Take your skewer and poke a hole in the top of each witches hat. You can create a needle with a piece of wire and thread the embroidery floss or ribbon through the holes. Tie the floss loosely, after you run it through everyone has, before you add the next.
Hang your Halloween garland and you will enjoy this Christmas season!
